[Tile-serving] [openstreetmap/osm2pgsql] Osm2pgql failed to output expired tiles for “delete” operation when running in cron (#1268)

the dataset is just planet.osm.pbf within bbox 119.735898,31.516528,120.171231,31.944025 with complete ways / relationships generated from osmosis 0.46-2

the whole reproduing procedure is 
1. import into the gis edit db
2. edit data with ID editor, especially for "DELETE" some existing features
3. output the changes from gis edit
4. import the changes into gis render database 

All done with cron / manually calling the script
