[Tile-serving] [openstreetmap/osm2pgsql] Documentation improvements (#1301)

This is now all done. Not perfect, to be sure. But good enough that we can close this issue. Any further work will just be done "on the side" whenever I (or somebody else) comes around something that needs better documentation or so.

I have written something about this work in [this blog post](https://blog.jochentopf.com/2020-12-02-osm2pgsql-work.html).
