[Tile-serving] [openstreetmap/osm2pgsql] Relations using way (#372)

I'd be interested in suggestions as to how to do this. At present I'm stuck on osm2pgsql 0.85.0 because of this, and although that hasn't been a problem until now, the flex backend would be really helpful (especially if it gains the ability to write centroids from ways/relations).
