[Tile-serving] [openstreetmap/osm2pgsql] Linux Alpine build error (#1078)

@pnorman Swapping the file does not yield the expected result. However, explicitly setting the `-DLUALIBRARY` flag did the trick. @mmd-osm, might I ask you how you got to that solution?
