[Tile-serving] [openstreetmap/osm2pgsql] Linux Alpine build error (#1078)

Well, the error message stated "Could NOT find Lua (missing: LUA_LIBRARIES)". Usually, you would need to do a bit more analysis what might be causing this, but I didn't have time to investigate. It might be something Alpine related.
