[Tile-serving] [openstreetmap/osm2pgsql] Tile Expiry Performance (#946)

I suspect the OOM kills that @intergalacticdata saw did come from libosmium using too much memory when building areas than from the tile expiry. So closing this issue. If you find a reproducable case of memory issues with expiry on the current osm2pgsql release, please open a new issue.
