[Tile-serving] [openstreetmap/osm2pgsql] Don't use ST_GeoHash for ordering (#1016)

I'm not comfortable with a deliberate regression on a postgis version the README still claims to support. We could drop support for postgis <2.4 but that seems overreacting to something that can be adapted in a fairly simple way. I'll have a look at adding an appropriate switch.
