[Tile-serving] [openstreetmap/osm2pgsql] osm2pgsql fails on 100MB+ .pbf files when using Aurora Postgres Serverless DB (#1056)

@lonvia thank you! Turns out that mostly solves it! I built it (version 1.2.0), and was able to import. The one caveat is that I did need to ensure the DB didn't go to sleep (by disabling that option in Aurora Postgres Serverless), otherwise I got SSL disconnect errors (might need to allow for a longer connection timeout? It does seem to take about 30 seconds for the DB to come back after being asleep). I will report this back to AWS as well.
