[Tile-serving] [openstreetmap/mod_tile] memory consumption (#181)

I am also having the same issue with renderd, and render_list failing. Ubuntu 18.04.3 using the Switch2Osm guide to install/build a vanilla apache2, mod_tile, mapnik, and renderd using osm2pgsql of the planet.osm.pbf.

top shows gradual memory increases while processing render_list (-m ajt -n 8 -a -Z 10) and syslog indicates OOM with signal 9/kill.
