[Tile-serving] [openstreetmap/osm2pgsql] Enable Postgres connection polling or query connection limit (#885)

I have a similar problem with prisma2 studio. One instance of the Studio created 61 instances of query-engine-debian-openssl and took all 300 available postgresql connections.
