[Tile-serving] [openstreetmap/osm2pgsql] Remove the old SVN Changelog (#1210)

I thought we had lost the SVN history but on closer inspection it turns out that it has been migrated when we switched to git. So the file is duplicated perfectly by `git log`. No need to keep it.

I'll leave this open for a bit in case that @pnorman wants to veto.
