[Tile-serving] [openstreetmap/osm2pgsql] Minor update to contributing info (#1223)

Now that the code has been refactored and reworked for quite some time, I think contributors no longer need to know the project's history in detail to make some sense of today's code. Hence, I dropped the initial sentence "To understand the osm2pgsql code, it helps to know some history on it".

Instead I added a reference to C++11, which should be more relevant for new contributors.
