[Tile-serving] [openstreetmap/osm2pgsql] Special treatment for unused preferred_color tag (#239)

We are not going to fix this in the C transform because I just don't know who's installation this is going to break. So, we should just fix that in the compatibility scripts in the flex backend and otherwise just leave the behaviour as is. Closing here.
