[Tile-serving] [openstreetmap/osm2pgsql] admin_level as polygon (#1166)

Hi,

I'm tring to import north america to PostGIS. the problem is that US mainland boundary is not appear in the Polygon table (osm_polygon admin_level=2 boundary=administrative) Canda and other US territory all apear but not US main land, insted I'm getting it in osm_line and when I do merge ot the lines manually I'm getting the polygon. I even edit the style and put under flags polygon for admin_level and boundary but still no sucsses.
