[Tile-serving] [openstreetmap/osm2pgsql] Travis: add Ubuntu 20.04 (#1173)

Ubuntu 20.04 (Focal) is available on Travis.
This PR adds a jobs for Postgres 12, Postgis 3, LuaJIT and gcc 9 on Focal.
