[Tile-serving] [openstreetmap/osm2pgsql] Recreate osmosis --write-apidb using flex backend (#1174)

osm2pgsql is not the right tool for creating an API DB. The OSM database needs a history of data. osm2pgsql is explicitly made for the case where you want to have a view on the OSM data at a certain point in time.
