[Tile-serving] [openstreetmap/osm2pgsql] Bugfix: No error --dump mode when flat node file in use (#1308)

When a flat node file is used we don't create the middle nodes table any
more since cd9770b2. So with --dump we got an error when we tried to
delete it.
