[Tile-serving] [openstreetmap/mod_tile] Write log to standard error (#219)

Currently, logs are written directly to syslog. In the field of transforming from many systems transforming to systemd, syslog is being replaced by journald.

mod_tile should send log to standard error, so it can be handled in all kind of systems.
