I disagree. A general `mod_tile contributors` attribution, unfortunately, has no legal value.

The header needs a proper reference to a body that holds the copyright. This means we would have two options:

1. Find an organizational body (like the OSMF), provide a Contributor License Agreement, all previous contributors have to confirm it, and state this organization as the copyright owner.
2. Or list all contributors to every specific file in the header.
