[Tile-serving] [openstreetmap/mod_tile] Figure out maintainer situation (#214)

mod_tile has not had an active maintainer in a few years. We have 31 PRs open. 

@xamanu has been contributing PRs and has experience with Debian. Would they make a good maintainer? Are they interested?
