[Tile-serving] [openstreetmap/mod_tile] Clarify copyright holders (#215)

The code base is currently not very clear about the copyright holders.

There is an older PR that aims to fix them (#6), but I think it's worth having a discussion before. Of course there are formal things that can be improved. Like adding the copyright statement at the beginning of each source code file. But it will be tedious to extract from the commits who edited which page, and to add anyone and everyone on the specific pages.

The PR suggests attributing `mod_tile contributors`, which is a good idea, but it has no legal value because `mod_tile contributors` are not a legal entity. And such a thing can not be done, without the permission of the code authors.

I would like to make a concrete proposal for discussion:

* Let's ask the OSMF if they would do the favor of accepting copyright ownership.
* Let's add a contributor's license agreement and try to get the agreement of all previous contributors (this reminds a bit of the OSM license change :smile:).
* Then we can add the OSMF to the main and any copyright statement in any file.

What do the previous contributors think?
