[Tile-serving] [openstreetmap/mod_tile] Clarify copyright holders (#215)

Quick follow up, I had a conversation on our #OSM-dev IRC channel and people expressed their reluctance to CLAs. It was a bit surprising to me, as we have a [CLA](https://wiki.osmfoundation.org/wiki/Licence/Contributor_Terms) on OSM.org for mapping. But given, that there must be a broad agreement on that, it is probably not a feasibly way to go.

Other suggestions?
