[Tile-serving] [openstreetmap/mod_tile] rely on mapnik 3.0 plugins dir for renderd.conf (#207)

This targets packaging work, which is happening [here](https://salsa.debian.org/debian-gis-team/libapache2-mod-tile). No need to get this in upstream.
