[Tile-serving] [openstreetmap/osm2pgsql] Update stuck waiting for postgresql "COPY ... FROM STDIN" to finish (#1273)

The PostgreSQL stack trace seems to indicate that it’s calling an insert trigger which is calling another insert trigger that is currently doing an index scan. I didn’t spot anything in the traces that would reveal the corresponding expensive statement(s).
