[Tile-serving] [openstreetmap/osm2pgsql] dkjson is archived/unmaintained (#1458)

I chose dkjson because Debian and other distributions package it. That doesn't mean it has to be the best choice. We can document that users can use a package of their choice and maybe recommend a few of the available choices.

Medium term I hope to build JSON support into osm2pgsql. We'll need it anyway for the improved middle code I am working on. Once we add a C++ writer/parser to osm2pgsql anyway, it shouldn't be too difficult to add support for using it from Lua also.
