[Tile-serving] [openstreetmap/mod_tile] Convert -pthread to -Wc, -pthread when invoking apxs (#249)

This fixes the build issue on Fedora identified in #248 by converting `-pthread` to `-Wc,-pthread` when invoking apxs.
