[Tile-serving] [openstreetmap/mod_tile] Added CI and documentation for CentOS (#251)

Hallo @xamanu, my `centos7` branch was under development when you pulled from it, I am still making changes.

For example, It now only uses one external repository (EPEL) and performs the `mapnik` build within the workflow. I'm working on caching the `mapnik` build directory to save time (since it takes quite a while.)

I will post here again when I am satisfied with the process.
