[Tile-serving] [openstreetmap/mod_tile] Added build & test on CentOS 7 (#253)

* Requires building `Mapnik`
* Caches `Mapnik` build directory
  * Takes about 20-30 minutes without cache
  * Takes about 5-10 minutes with cache
* Only runs on push to `centos7` branch
* Includes very basic build documentation
