[Tile-serving] [openstreetmap/osm2pgsql] Update docs on making `osm2pgsql-replication` man page (#1554)

The authors bit needs to be deleted manually, I'm afraid. I'm sure there is a clever sed command that can do it automatically. But a comment 'delete the author section' would do just as well.
