[Tile-serving] [openstreetmap/mod_tile] Minor logging changes (#254)

* Changed logging level for empty/absent `parameterize_style` to `DEBUG`
  * Addresses this message currently being shown once per thread during initialization:
    ```

    ```
* Fixed two minor grammar issues: `to` => `too`
