[Tile-serving] [openstreetmap/mod_tile] Move redundant steps to local actions & use a Linux distribution matrix (#258)

Wow, cool. This is getting intense! :smile: 

While I like the restructuration, I'm not sure I wanted to run all these tests on each pull request. So far we had the simple ones (Ubuntu and Fedora, in the latest version) running on each pull request and the more complex one running on push to `master`.  I would like to maintain this, also to save the "openstreetmap" group some resources for others to run github actions as well.
