[Tile-serving] [openstreetmap/osm2pgsql] Fix confusing log message (#1560)

The message "Done postprocessing on table '{}' in {}" was logged twice
when `--drop` is used. This changes one of the log messages to the
more specific "Table '{}' dropped in {}".
