[Tile-serving] [openstreetmap/osm2pgsql] Ghost ways from rendering (#1394)

NB: as of today, about 4839 `type=boundary` relations having 2 outer ways (or roughly 0.7% of all `type=boundary` relations) qualify for this bug. This should be seen as an upper limit. Depending to the relation geometry, the ghost line may not be visible at all.
