[Tile-serving] [openstreetmap/mod_tile] mod_tile runs into timeout because renderd does not send a response for low priority queue requests (#205)

Any problems with this change? I faced the same issue when my mod_tile instance was hanging for around ~10 seconds just for nothing before serving tile.
