[Tile-serving] [openstreetmap/mod_tile] Logging Improvements (#220)

Personally, I would like to see we introduce logging to the standard error, instead of relying on `syslog` (https://github.com/openstreetmap/mod_tile/issues/219). This PR goes in a good direction, but can we extend it to consolidate logging more?
