[Tile-serving] [openstreetmap/mod_tile] Drop internal copy of iniParser (#5)

Quick feedback, the rerolled PR is practically ready.

* `inipartser` has been included in most distros by now and doesn't need to be included here, anymore.
* easy install is being achieved by providing a packaged `mod_tile` and `renderd` as part of the next releases of [Debian](https://packages.debian.org/bullseye/renderd) and [Ubuntu](https://packages.ubuntu.com/hirsute/renderd). No need for compiling anymore for people who just want to get it to run.
