[Tile-serving] [openstreetmap/osm2pgsql] Retire multi output (#1062)

Here's a proposal to remove multi backend now that 1.4.0 was released in December 2020: https://github.com/mmd-osm/osm2pgsql/tree/patch/multi_removal

It leaves almost no traces of the previous multi backend, except for an error message when using --output. Tests are still passing. Man page re-generation didn't work for some reason.
