Yes, it is still relevant. The changes look mostly good, please make a PR. I'd still like to see postgis downloaded from the osm2pgsql site, so I've added https://osm2pgsql.org/ci/winbuild/postgis-bundle-pg96-2.5.3x64.zip for you to use. If you need a different bundle by now, just let me know.
