[Tile-serving] [openstreetmap/osm2pgsql] Multiple VS/Postgres/Postgis versions on Appveyor (#1391)

Unit tests on pg12 are still fairly slow. I'm not exactly sure why this is the case, it might be some JIT related issue (#1045).
