[Tile-serving] [openstreetmap/osm2pgsql] Multiple VS/Postgres/Postgis versions on Appveyor (#1391)

If I see that right, they only offer a single Postgresql version 13. Postgis 2.x is no longer available for this version (-> http://download.osgeo.org/postgis/windows/pg13/), so we would need to drop Postgres 9.6 + Postgis 2.5 unit tests on Windows (unless we install our database).
