[Tile-serving] [openstreetmap/mod_tile] Replace select() by poll(). (#239)

This was initially rolled on to one of our big servers and seemed to resolve the problems we were seeing which persisted on the other servers so I rolled it out to two more where it also seems to have resolved the problems with no new issues.
