[Tile-serving] [openstreetmap/mod_tile] Add a Prometheus metrics endpoint (#222)

@SuperQ, is it possible to adjust the metrics name to be consistent with the ones used by the munin plugin here? it would be very nice to get this piece into the 0.6 release (#227). Thank you!
