[Tile-serving] [openstreetmap/mod_tile] Add a Prometheus metrics endpoint (#222)

There's already a `modtile_tiles_responses_total` which is broken down by zoom level. So I'm not sure exactly what to call the metrics broken down by various statues coming from `incFreshCounter()`.
