[Tile-serving] [openstreetmap/osm2pgsql] Add an sql wrapper around passed value in an add_row function (#1524)

The `SELECT` part of [this INSERT statement](https://github.com/joto/osm2pgsql/blob/ad5de772a86c2a7ced3e51aec35d5a00b3a0e420/src/flex-table.cpp#L222) is a good place for data processing with sql. 

Is it possible to let `build_sql_column_list` function result be overridden from lua side?
