[Tile-serving] [openstreetmap/mod_tile] Logging Improvements (#220)

Sorry, I am a little busy with other work at the moment but based on your comments in the referenced issue, wouldn't it be best to run `renderd` with `--foreground` when being started by systemd? If you were envisioning having another config option to choose the logging backend (I.E. syslog, stdout, stderr, etc) I think that would make the most sense, especially for supporting other Unix-like operating systems. What exactly did you have in mind?
