[Tile-serving] [openstreetmap/mod_tile] Logging Improvements (#220)

Hallo @xamanu, I have pushed up some of the work I have done to unify the logging, take a look and let me know if you are satisfied with the changes. I am not especially experienced with working with C development, so feel free to make any recommendations.
