The 64 GB RAM isn't because it absolutely needs this, it is because it will be unbearably slow without it, i.e. it might take weeks instead of half a day to import the planet. So swap isn't going to help. And uncompressing before doesn't work either. That's not where the memory goes. And no, importing region by region doesn't work either. You really need that RAM.
There is a memory-related fix in osm2pgsql master which is not in a released version yet. You might have some success with that.
As this is a bug tracker and not a "help line" I am closing this issue now. If you are running with the recommended amount of memory and still have problems, open a new issue.
