[Tile-serving] [openstreetmap/osm2pgsql] Does osm2pgsql support postgresql 14? (Discussion #1575)

When [we upgrade postgresql to v14](https://github.com/Homebrew/homebrew-core/pull/86220), but run into some regression test failure. Just want to double check before moving forward. Thanks!
