[Tile-serving] [openstreetmap/mod_tile] Tiles cache does not work for low zoom (#260)

Ok. I tried again. What I did:

1. I removed `ajt` folder.
2. I created `planet-import-complete` file in `/var/lib/mod_tile`. 
3. I called `render_list -a -m ajt -z 0 -Z 12 -n 24`

Results:
