[Tile-serving] [openstreetmap/mod_tile] Tiles cache does not work for low zoom (#260)

Yes, there are some errors:

So, despite the error, tile was created within 7254 seconds?

In `/var/lib/mod_tile` there is only a folder `ajt/5/0/0/0/16`
